A Dubai hotel bill is rarely the price you first see. Every room carries the Tourism Dirham, a flat fee of AED 7 to AED 20 a room a night set by the hotel’s category, and hotels’ own rate terms add a 7% municipality fee, a 10% service charge and 5% VAT on top. Where you stay decides the rest: Dubai is long and thin, strung along the coast, and the metro, the tram and taxis join it up.

This guide covers five areas, from the Burj Khalifa to the Palm, 12 hotels, the airport links and the fees. The hotels are researched picks, chosen for location, what each property publishes and consistent guest feedback, and each was checked as operating in October 2026. No hotel pays to appear here.

Read the travel advice first. Australia’s and the UK’s governments both warn that the conflict in the region can close UAE airspace at short notice, so book a rate you can cancel; the section below has the details.

Before you book: entry and the regional situation

Dubai’s hotel fees in 2026

The Tourism Dirham is set by Dubai’s Executive Council and charged per occupied room, per night, by the hotel’s classification:

Hotel category Per room, per night
Five-star or higher hotel or resort AED 20
Four-star hotel or resort AED 15
Three-star hotel or resort AED 10
Two-star hotel AED 10
One-star or budget hotel AED 7
Luxury hotel apartment AED 20
Deluxe hotel apartment AED 15
Standard hotel apartment AED 10
Guest house AED 7

It is charged for a maximum of 30 consecutive nights, to the main guest in the room. It is per room, not per person, so two people sharing pay it once. A couple spending four nights at Canopy by Hilton Dubai Al Seef, a four-star hotel that lists AED 15 a room a night, pays AED 60 on top of the room, by our arithmetic.

The percentages are the larger part. A Dubai government decree of 2019 lowered the municipality fee on hotel sales from 10% to 7%, the UAE’s VAT is 5%, and hotels’ own rate terms list both, with a 10% service charge, on each room night. Together that is at least 22% of the room rate: on an AED 800 room, at least AED 176 a night before the Tourism Dirham, by our arithmetic.

A 2026 change to watch. In May 2026 Dubai’s government approved a second package of economic incentives. It exempts establishments registered with the Department of Economy and Tourism from collecting the Tourism Dirham and the sales fees on hotel rooms. The package’s measures run for three to 12 months, and we could not find a published end date for this one. Hotels’ own terms in October 2026 still list the fees: Millennium Airport Hotel Dubai’s offer terms, valid to 31 December 2026, and Canopy by Hilton Dubai Al Seef both do. Ask the hotel what will be on your bill. Hotel taxes around the world compares the fees in other cities.

Two adjacent zones AED 5 AED 6
More than two zones AED 7.50 AED 8.50

Downtown Dubai: the first-trip base

Downtown is the Dubai of the postcards: the Burj Khalifa, the Dubai Mall and the Dubai Fountain, with its own stop, Burj Khalifa / Dubai Mall, on the metro’s Red Line. It is busy, polished and expensive, and the easiest place to start.

Old Dubai: Al Fahidi, Bur Dubai and the Creek

Before the towers, Dubai was a trading town on its Creek. The Al Fahidi Historical Neighbourhood, in Bur Dubai, is the oldest community in the city, with wind towers and maze-like alleyways, and the Al Seef waterfront runs along the Creek beside it. Abra, the wooden boats in the photograph, cross the water.

Jumeirah: the beach road

Jumeirah is the long beach district between the old town and the Marina: villas, public beaches and, at Umm Suqeim, the sail of the Burj Al Arab. The Burj Al Arab itself is undergoing a phased restoration programme, and Jumeirah offers guests an alternative reservation at one of its other Dubai hotels.

Dubai Marina and JBR: the beach and the tram

Dubai Marina is a canal city of residential towers and yachts, and Jumeirah Beach Residence, JBR, sits between it and the sea, with The Walk, a promenade of restaurants and shops. The Dubai Tram, which links the metro with the Palm Monorail, runs along Al Sufouh Road and Jumeirah Beach Road and stops at Jumeirah Beach Residence. It is a long way from the old town, but it is the liveliest base with a beach.

The Palm Jumeirah is the palm-shaped island off the Marina, with villas on its fronds and the big resorts on the outer crescent. It is a place to stay put, with the rest of the city a taxi or a monorail-and-tram ride away.

Frequently asked questions

What is the best area to stay in Dubai for a first trip?

Downtown Dubai: the Burj Khalifa, the Dubai Mall and the Dubai Fountain are there, with Burj Khalifa / Dubai Mall station on the metro's Red Line. Choose old Dubai, around Al Fahidi and the Creek, for heritage, Dubai Marina and JBR for the beach and the tram, Jumeirah for a family beach hotel and Palm Jumeirah for a resort.

How much is the Tourism Dirham in Dubai?

It is a flat fee per room, per night, set by the hotel's category: AED 20 at a five-star hotel, AED 15 at a four-star, AED 10 at a three- or two-star and AED 7 at a one-star or budget hotel or a guest house. It is charged for a maximum of 30 consecutive nights, and per room, not per person.

What else is added to a Dubai hotel bill?

Hotels' own rate terms list a 7% municipality fee, a 10% service charge and 5% VAT on each room night, on top of the Tourism Dirham: at least 22% of the room rate. In May 2026 Dubai approved an exemption from collecting the Tourism Dirham and the sales fees on hotel rooms for registered establishments, for three to 12 months, so ask the hotel what will be on your bill.

How do you get from Dubai airport to the city?

The metro's Red Line runs from DXB Terminals 1 and 3, from 5am to midnight on most days, to 1am on Friday and from 8am on Sunday, with up to two pieces of luggage. Buses leave from Terminals 1, 2 and 3 and need a Nol card, and Dubai Taxi cars start at AED 25 plus distance.

How much is the Dubai Metro?

With a Nol Silver card, AED 3 within one zone, AED 5 across two adjacent zones and AED 7.50 for more than two; the paper Red ticket costs AED 4, AED 6 and AED 8.50. The Silver card costs AED 25, including AED 19 of travel credit, and children aged five and under ride free.

Is it safe to travel to Dubai in 2026?

Check your own government's advice. Australia's Smartraveller, updated on 8 October 2026, advises a high degree of caution in the UAE and warns that its airspace may open or close at short notice. The UK Foreign Office says there have been strikes and retaliatory attacks by Iran across the region since 8 July, and tells British nationals in the Middle East to be prepared for flight cancellations and periodic airspace closures.
