Istanbul’s hotel bill has two taxes in it, and one of them is changing. On top of VAT, which is 10% in the Revenue Administration’s own invoice examples, hotels add an accommodation tax, which was halved from 2% to 1% for stays from 1 May to 31 December 2026. On a room of 10,000 lira before tax, that comes to 11,100 lira a night. Where you stay decides the rest: the city sits on both sides of the Bosphorus, and its two airports are on opposite sides of it.
This guide covers six areas, from Sultanahmet to Kadıköy on the Asian side, 12 hotels, the airport links and the tax. The hotels are researched picks, chosen for location, what each property publishes and consistent guest feedback, and each was checked as operating in October 2026. No hotel pays to appear here.

Türkiye’s accommodation tax and VAT
Two charges sit on a hotel room in Istanbul:
| Charge | Rate |
|---|---|
| Accommodation tax (konaklama vergisi) | 1% of the room price before VAT, from 1 May to 31 December 2026 |
| VAT (KDV) | 10% in the Revenue Administration’s own hotel invoice examples |
A Presidential Decision published in the Official Gazette on 1 May 2026 sets the accommodation tax at 1% until 31 December 2026, inclusive. The Revenue Administration’s guide describes this as a cut from 2%, so ask what rate a stay after 31 December will carry. The tax is worked out on the price before VAT, and it also covers other services sold with the room, such as meals and the use of a pool. The hotel must show it separately on the invoice.
Our arithmetic, not an official figure: a room at 10,000 lira before tax pays 100 lira in accommodation tax (1%) and 1,000 lira in VAT (10%), 11,100 lira in all. At 2%, the same room would come to 11,200.
Getting in from the airports, and around
Istanbul Airport (IST) is on the European side and Sabiha Gökçen (SAW) on the Asian side. Fares below were checked on 18 October 2026 and change often.
- From Istanbul Airport by metro, the M11 line runs to Gayrettepe, where it meets the M2 line. The M2 serves Taksim, Şişhane, Haliç and Vezneciler. Metro Istanbul’s price list shows a full fare of 46.20 lira on an anonymous Istanbulkart and 65 lira for a single-journey electronic ticket; it does not break fares down by line, so check the price at the station.
- From Istanbul Airport by Havaist, the airport’s own coach service, the fare to Taksim or Beşiktaş is 470 lira and to Kadıköy 515 lira. The Sultanahmet line costs 8 euros and stops at Çatladıkapı (Sultanahmet), the Eminönü pier and Şişhane.
- From Sabiha Gökçen by metro, the M4 line is 33.5 km and 23 stations long, entirely underground, and runs to Kadıköy.
- From Sabiha Gökçen by Havabus, the coach to Taksim costs 485 lira and takes about 1.5 hours, depending on traffic. Havabus also serves Kadıköy.
- A word of caution: two hotels below quote their own airport figures. Sirkeci Mansion puts Istanbul Airport at 54 km, about an hour’s drive, and Witt Istanbul Hotel at about 45 minutes by taxi, longer at rush hour.
Sultanahmet: the first-trip base
Sultanahmet is the historic core of the old city. The Four Seasons puts the Blue Mosque and Hagia Sophia steps away, and Cheers Hostel lists them, the Underground Cistern and Topkapı Palace within a minute’s walk.
Where to stay in Sultanahmet
How the hotel links work: a hotel’s name goes to its own website. “Check rates” opens it on Booking.com through our partner Stay22, which pays us a commission if you book, at no extra cost to you.
- Four Seasons Hotel Istanbul at Sultanahmet, splurge. A neoclassical residence with a courtyard, steps from the Blue Mosque and Hagia Sophia, with Deluxe and Premier rooms and suites. Choose it for a quiet, grand base in the middle of the old city. Watch out: the hotel describes the views as the courtyard, the garden or the streets, so do not expect the Bosphorus from your room; price. Check rates on Booking.com →
- Cheers Hostel, budget. One minute’s walk from Hagia Sophia and the Blue Mosque, with dorms of 6, 8 or 10 beds and private double and family rooms with their own bathrooms. Walking tours and a sunset boat tour are sold at the hostel. Choose it to spend the money on the sights. Watch out: the site says a reservation is pending until the hostel sends an approval email, so wait for it before you pay for anything else. Check rates on Booking.com →
Sirkeci and Eminönü: the old city, by the water
Sirkeci lies at the foot of the old city, with Gülhane Park above it and the Eminönü pier a short way off. Havaist’s Sultanahmet line from the airport stops at the Eminönü pier, which makes this the easiest part of the old city to reach by coach.
Where to stay in Sirkeci
- Sirkeci Mansion, comfortable. A hotel in Ottoman-style architecture with an indoor pool, a wellness centre with a Turkish bath and massages, and the Neyzade restaurant, with a rooftop terrace that looks over Gülhane Park. Topkapı Palace is a 10-minute walk away, by the hotel’s count. Choose it for a pool and a hammam after a day on foot. Watch out: the hotel puts Istanbul Airport at 54 km, about an hour’s drive; allow for traffic. Check rates on Booking.com →
- Legacy Ottoman Hotel, comfortable. A building put up in 1911 as offices, used as barracks by the French Allied forces from 1920 to 1923 and now a hotel, with high ceilings and Guest, Superior, Deluxe City View and Deluxe Bosphorus rooms. The hotel says Galata Tower is 10 minutes away. Choose it for history and the Grand Bazaar on foot. Watch out: the view depends on the room: the hotel sells City View and Bosphorus rooms as separate categories. Check rates on Booking.com →
Karaköy and Galata: the tower and the slope
Karaköy is the waterfront below Galata Tower, and Galata the slope above it. Şişhane is both an M2 metro station and a Havaist stop, on the Beyoğlu side of the Golden Horn.
Where to stay in Karaköy and Galata
- Georges Hotel Galata, splurge. A boutique hotel in a building from 1882, a few metres from Galata Tower, with butler service and a rooftop restaurant, Le Fumoir, looking over the Bosphorus and the Golden Horn. Choose it for Galata at the door. Watch out: the Deluxe Double rooms are 22 to 25 m²; price. Check rates on Booking.com →
- Galata Antique Hotel, good value. A 19th-century Neo-Renaissance mansion by the architect Alexandre Vallaury in the Tünel quarter, with 22 rooms from Classic to Deluxe suites and breakfast on a roof terrace. Choose it for an old building in a lively quarter at a lower price. Watch out: the hotel says it is not suitable for disabled guests because of the stairway entrance.
Beyoğlu and Taksim: İstiklal and the nightlife
Beyoğlu runs up from Tünel along İstiklal Avenue to Taksim Square, with the red heritage trams in between. Taksim is a stop on the M2 metro and the Havaist coaches.
Where to stay in Beyoğlu and Taksim
- Pera Palace Hotel, splurge. On Meşrutiyet Caddesi in Tepebaşı, built to host Orient Express passengers and open since 1895, with a façade by the architect Alexander Vallaury, the Kubbeli Lounge and the Orient Bar. The hotel says it was the first modern hotel in Istanbul with electricity and the first with an electric lift, and it keeps the Agatha Christie Room and, as a museum, Atatürk’s Room 101. Choose it for history and the Golden Horn view. Watch out: price; the Deluxe rooms and the named “legendary” rooms are separate categories, so check which you book. Check rates on Booking.com →
- Witt Istanbul Hotel, comfortable. In Cihangir, in a former advertising-agency headquarters turned boutique hotel in 2008, with furniture by Autoban and a roof garden. The hotel puts Taksim Square, İstiklal Avenue and Istanbul Modern within walking distance. Choose it for a local neighbourhood within reach of Taksim. Watch out: the hotel says it sits on a steep hill. Check rates on Booking.com →
Beşiktaş and Nişantaşı: palaces and fashion streets
This is the most expensive end of the city, and we did not find a good-value hotel here whose own website we could check; if the budget is tight, choose another area. Beşiktaş is the Bosphorus shore, with the Dolmabahçe Palace, and Havaist stops at Beşiktaş Meydan. Nişantaşı is the shopping district on Abdi İpekçi Avenue.
Where to stay in Beşiktaş and Nişantaşı
- Çırağan Palace Kempinski Istanbul, splurge. The only Ottoman imperial palace and luxury five-star hotel on the Bosphorus, by the hotel’s description, with 317 rooms, an outdoor infinity pool, the Sanitas spa and restaurants including Tuğra and Bellini. Choose it for a resort on the water. Watch out: it is a large resort-style hotel on the shore, so the old city is a ride away; price. Check rates on Booking.com →
- The Stay Nişantaşı, splurge. On Abdi İpekçi Street above the Prada flagship store, with contemporary rooms and suites, and free access to the NuSpa three minutes away on foot. Choose it for the shops and cafés at the door. Watch out: the same group runs a separate The Stay Boulevard Nişantaşı, so check the name when you book. Check rates on Booking.com →
Kadıköy: the Asian side
Kadıköy is a market district on the Asian shore, with a ferry terminal on the waterfront. The M4 metro runs from Kadıköy to Sabiha Gökçen Airport, and the Havaist coach from Istanbul Airport costs 515 lira.
Where to stay in Kadıköy
- Kuzen Otel, good value. A small hotel opened in 2016, with 12 rooms and 20 beds, in Kadıköy’s historic market, with a garden and, in each room, air conditioning, a desk and a minibar. The hotel says the sea and the metro are next door. Choose it for a small, central base on the Asian side. Watch out: the hotel runs a beer café with live music in the evenings, at extra cost, and a meyhane; ask for a quiet room. Check rates on Booking.com →
- Istanbul Life Hotel, good value. On Rıhtım Caddesi, by the waterfront, with orthopaedic mattresses and non-smoking rooms. The hotel says the ferry piers, the metro and the bus stops are within fifty steps. Choose it for the ferry on the doorstep. Watch out: when we checked, the hotel’s rooms page gave no room details, so confirm the room type and size before you book. Check rates on Booking.com →
How to book Istanbul
- Count the tax. Add 10% VAT and, until 31 December 2026, 1% accommodation tax to a price before tax: 10,000 lira becomes 11,100. Ask which rate applies to a stay after that date.
- Check the name. Some hotels trade under a different name from the one listed elsewhere: the Witt Istanbul Hotel appears on Booking.com as Witt Istanbul Suites, and The Stay has two hotels in Nişantaşı.
- Mind the room. Georges Hotel Galata’s Deluxe Doubles are 22 to 25 m², and Pera Palace and Legacy Ottoman sell rooms by view or story; book the category you want.
- Plan the transfer. The two airports are on opposite sides of the city; pick a hotel by the airport you will use.
- Compare totals. Hotel booking sites compared goes through where to book, and hotel taxes around the world shows how other cities count the bill.

Frequently asked questions
What is the best area to stay in Istanbul for a first trip?
Sultanahmet, the historic core of the old city: the Four Seasons puts the Blue Mosque and Hagia Sophia steps away, and Cheers Hostel lists them, the Underground Cistern and Topkapı Palace within a minute's walk. Choose Karaköy and Galata for the tower, Beyoğlu and Taksim for İstiklal Avenue, and Kadıköy for the Asian side.
How much is the accommodation tax in Istanbul?
1% of the room price before VAT, for stays from 1 May to 31 December 2026, under Presidential Decision 11263 published in the Official Gazette on 1 May 2026. The Revenue Administration's guide describes it as a cut from 2%, so ask what rate a later stay will carry. On a room at 10,000 lira before tax, our arithmetic gives 100 lira of tax and, at the 10% VAT used in the guide's examples, 1,000 lira of VAT: 11,100 lira in all.
Is VAT charged on Istanbul hotels as well?
Yes. The Revenue Administration's own hotel invoice examples add 10% VAT to the price, and the accommodation tax is charged on the price before VAT and shown separately on the invoice.
How do you get from Istanbul Airport to the city centre?
By the M11 metro to Gayrettepe, where it meets the M2 line to Taksim and Şişhane, or by Havaist coach: on 18 October 2026 the fare was 470 lira to Taksim or Beşiktaş and 515 lira to Kadıköy, and the Sultanahmet line was 8 euros. Metro Istanbul's list shows 46.20 lira for a full fare on an anonymous Istanbulkart and 65 lira for a single-journey ticket; check the fare at the station.
How do you get from Sabiha Gökçen Airport to the city?
By the M4 metro, an underground line of 33.5 km and 23 stations that runs to Kadıköy, or by Havabus: the coach to Taksim costs 485 lira and takes about 1.5 hours, depending on traffic. Havabus also serves Kadıköy.
Is Kadıköy a good place to stay in Istanbul?
It suits a stay on the Asian side. Kadıköy is a market district with a ferry terminal, and the M4 metro runs from it to Sabiha Gökçen Airport. Both hotels in this guide, Kuzen Otel and Istanbul Life Hotel, are close to the waterfront and the metro by their own account.
